Your letter of the 30th ultimo, marked Confidential,
enquiring whether any thing further had been heard from
Pekin with regard to the opening of the West River to trade
has been laid before the Marquis of Salisbury, and I am
directed by His Lordship to state, for the information of
Mr Secretary Chamberlain, that a telegram was received on
the 2nd instant on this subject from Her Majesty's Minister
in China, reporting that he had been confidentially
informed by a Chinese Minister that the Yamen were disposed
to open the River, but wished to make it appear as an act
of the Emperor's own free will and not due to a demand
by Her Majesty's Government, as it would expose them to
demands from other Governments.
