WITH reference to your Lordship's Confidential Circular of the
April 24, 1894. 12th May, 1893, and the last paragraph of your Confidential despatch of the 22nd February, 1894, I have the honour to transmit herewith the inclosed Report, prepared by the Local Joint Naval and Military Committee, on the Defences of this port, together with a copy of the covering letter with which it was forwarded by Major-General Digby Barker, C.B., President of the Committee.

WITH reference to the instructions of the Secretary of State for the
April 28, 1894. Colonies, dated 12th May last, forwarded to me under Sir William Robinson's Minute of the 17th July, I have the honour to forward herewith the Report of the Local Joint Naval and Military Committee on the Defences of this port.
I should add that the delay in transmitting this Report has been caused by the necessity of postponing the assembly of the Committee until the return to Hong Kong of Captain Fawkes, Her Majesty's ship "Mercury," one of the naval members of the Committee, who was in Japanese waters for many months after the instructions were received.
