Colonial Contributions towards Self- Defence.
REPORTS have been received from the Com- mittee on Colonial Contributions upon the charge of the garrisons of Hong Kong and Singapore. The questions raised in these Reports are very grave, and the Chancellor of the Exchequer desires to bring the question of Colonial contributions towards self-defence before the Cabinet in order that Her Majesty's advisers may decide authoritatively the principles upon which the Colonies are to provide for their own defence, and which will consequently govern the proportions to be paid respectively by the Imperial. and Colonial Governments towards the garrison of each Colony.

The Chancellor of the Exchequer, in speaking of Colonies, confines himself in this Minute to Colonies which are not self-governing. Negotia- tions of a diplomatic character must decide the respective responsibilities of the Imperial Govern- ment and the self-governing Colonies. Imperial Defence Act of the present Session embodies the result of such a negotiation with the Australian Colonies. As opportunities offer, negotiations of the same kind may be opened with other great Dependencies of the Crown, and the Chancellor of the Exchequer may then invite his colleagues to consider the principle of contribu- tion for which Her Majesty's Government should contend.
1. But the relations between the Imperial Government and the Colonies not self-governing or dependent are of a very different character. The Legislatures of such Colonies, not being truly or completely representative, are not entitled to speak authoritatively on their behalf, and Her Majesty' Government interfere actively in the details of their administration. The Secretary of State approves and disapproves their Budgets, applies a final audit
