PRELIMINARY REMARKS.

SIR,
Having, in pursuance of your Memorandum of the 19th instant, visited Port Hamilton in order to find out the state of affairs, political and otherwise, existing there, I have the honour to transmit to you the following report, embodying all the information that I could possibly obtain concerning that place.
2. I have thought it best to state, here and there, certain facts about Port Hamilton, which, although not new, might be likely to form subjects for enquiry to anyone reading this report, and thus prevent the necessity of reference to other sources.
3. Having in view your instructions to report in detail, and also believing that that plan will probaby be the clearest way of conveying the information that is required, I have framed my report on Port Hamilton under the following heads :--
First-The general aspect of the port, its geographical situation, facilities, &c. Secondly--The political aspect, including a description of the residents. Thirdly-Naval and military matters, including existing fortifications. Fourthly-Fortifications possible, including torpedo defences. Fifthly-Hydrographio notes.
Sixtbly-Sanitary matters.
Seventhly Concluding remarks.
