as many old line
of battle ships are now used
in the Clyde, Thames and various other British Seaports.
They might in fact
serve
for the triple purposes I have
mentioned.
Sitherto Ithink little or no attention has been paid to the education of young
men
for employment in a naval service through the great
great extent
· of sea board and the interior
lines of lakes and rivers
render it
very
desirable that
Reserve Naval Force should
exist, easily available to support
and supplement the Land
