COMEND OF THE SERVICES IN HONG KONG

To refer to your minute 1301/10/16 of 13th May to the Secretary of the Chiefs of Staff Committee, enclosing a draft telegram to the Governor of Hong Kɔ̃ng informing him of the arran ¡oments for the command of the three Services now that Hon King is under Civil Administration.
2. In the light of our proposṇls for the standardisation of civil and Service co-ordination in the Colonica set out in our letter WE have given further consideration to the arrangements for Hon; Kong put forverd in J.i.(46) 34, which was forwarded to you on 17th April, as an expression of our views. 'o now feel that the arrangement outlined in paragraph 14 of J.1.(46) 34, whereby the General Officer Commending; Land Forces would not as egent of the Inter-survice Committee in delin; with the Governor on matters of an inter-service nature, would be undesirablu in that it would depart from the principle that each of the local commanders should have equal access to the Governor.
