We have taken into account:-
(a)
the views expressed by the Chiofs of Staff;
(b)
a letter from the Colonial Office;
(c)
(a)

a draft tolo grom from the Colonial Office to
the Civil Governor of Hon; Kong;

contained in three telegrams to the Chiefs of staff.
In a suparato papere, which should be road in conjunction with this report, we have proposed that local command arran oments in 11 Colonial territories should be atendardinod on the followin: linos:-
(a) Inter-service co-ordination should be effected by
n committee of the local Service Commanders;
(b) Subject to the approval of the Colonial and
Burma Offices, co-ordination of local civil and service rúquirements should be undertaken by Loc: 1 Defence Committees under tho Chairmanship of the Hend Political Representative of His Majesty's Government, in order that the Service Commandors any enjoy equal ri :hts of access to him;
