Subject, command of services in Hong Kong aftor roaumption of Civil
Government.
Chiofs of Staff have reconsidered the command of services in Hong Kong in the light of a policy for the standardiantion of civil and service co-ordination in the Colonies. They have agroed in consultation with the Coloniel Office that arrangements in para 2 below will come into force forthwith. May 1946.

(a) The three Service Commanders in Hong Kong will be of equal
status, local inter-service co-ordination boing effected through an inter-service committee consisting of the three local cormanders under the chairmanship of the Conoral Officer Commanding land forces who has the major responsibility for internal security in the colony and for dealing with Chinese military military authoritics. He will not, howevor, bo "fortress
commander".
(b) local Defence Committee under the chairmanship of the
Governor of Hong Kong should be established for the co-ordina- tion of civil and sorvios mattors in Hong Kong. The throo Service Commanders as mombors of the local Defence Committee will thus have equal right of access to the Governor.
(a) Local disagreements botwoon the Services will be referred to
tho Commanders in Chiof concerned. Conflicts between Service and civil requirononts which cannot be resolved locally will be a matter for consultation botwoon Commandors in Chief and the Governor. If it is not possible to reach agrooment the question will have to be referred to London.
(a) The individual Service Commandors will be responsible to their
respective Ministries in London through thoir Commandors in Chiof, the Royal Naval Commander being responsible to tho Commander in Chief, British Pacific Floet, the Army Commander to the Commandor in Chief Alliod Land Forocs South East Asin and the Royal Air Force Commander to the Alllod Air Commandor in Chior Air Command South East Asia. The administrativo responsibilitios of the Supromo Commandor South East Asia as regards priority for the Army, Royal Air Force and Civil Affairs will romain unaltered. A.C.S.E.‚'s responsibility for R..F. administrative support remains unaltered,
Above arrangements have boon agroad by the Governor of Hong Kong. Similar instrutions are being signalled to the Naval and Army Commanders.
