The Governor-Gonoral will have power to give to any
Governor or British Representative such directions as may
be ncccssory either in the discharge of his responsibility
for co-ordinating the policies of the Governors and British
Representatives in his sphoro, or in order to give effect
to the policy of His Majesty's Government in any matter.
He will not, however, exercise direct administrative
functions in any of the territorios and will invariably
address his direction or advice to the Governor or British
Representative himself.
13. In the sphere of defence, which includes organisation on the civil side and combined planning with the Services,
and which must necessarily bo considered on a much wider
territorial and strategic basis than falls within the duty
of any Governor, the Governor-General will have a special
responsibility. It is the intention to sut up a Dufoncu
Committc in Singapore consisting of the Governor-General,
as Chairman, the 3pecial Comissionur South East Asia and
the Service High Command. On that Comittoc the Governor-
Guneral will represent the civil rad politic::1 interuats
of all the territories coming within his sphere of authority.
The Governor-Gonural will also be kept informed about the civil
and political interests of Hong Kong and thus be enabled to
represent those intercato, on matters coming within the
purview of this Committuc.

14. A number of other standing Comittoos will also bo
cstablished to co-ordinate civil and servico affairs.
Governor-General will docido to what extent his staff shall
servo on those Committees.
15. The Governor-General will have powers at any time to
convono and preside over conforoncos of British Governors
and Representatives in his sphoro of authority for any
