STATUS AND DUTIES OF THE GOVERNOR-GENERAL OF THE

MALAYAN UNION, THE COLONY OF SINGAPORE, AND

SUCH OTHER TERRITORIES IN THAT AREA AS

MAY BE PLACED UNDER HIS DIRECTION.

1. The sphere of authority of the Governor-General will cover

the British Territories in South East Asia with which the

Secretary of State for the Colonics is concerned, i.c. tho

Malayan Union and the Colony of Singapore and, in so far as

they are under the protection, or may be brought within

the jurisdiction, of His Majesty, the State of North Borneo,

Sarawak and Bruno1. Hong Kong is outside his sphere, but

arrangements will be made for him to represent the

interests of that Colony in matters coming within the

purview of the Defence Committee (sce paragraph 13 below).

2. The main purpose of the appointment will be to ensure

the co-ordination of policy and administration throughout

all the territories within the Governor-General's sphere

of authority. Though the territories cover a wide arca

geographically and their political, economic and social

conditions vary considerably, co-ordination betwcun them

will be requirod in such matters as the organisation of

defence on the civil sido throughout the aroa of his

authority the whole of which falls within one strategic

sphoro, the co-ordinatod development of soa and air

communications, planning to ensure that the more

backward parts of the territorios sharo oqually in

programics for social and economic advancomunt and the

organisation of many forms of research. In due course

some closer political co-ordination may also bo

dusirablo.

Co-operation, in matters of Colonial Administration

should be encouraged butwuun tho British and other colonial

tor.itorios in South East Asia. For this purpose the
