authorities on administrative or other subj cts, which wre solely the local concern of the colony of Hong Fone, the matter should be referred to London for decision.
Reference paragraph 3. The above interpretation i rompatible with the instructions issued by the Colonial ricc to the Governor-General of Malaya and would moot the position of the military commanders in Hong Kong in relation to thir rospective Commanders-in-Chief.
