Subject:

Organisation of Command at HONG KONG.

I have seen Air Ministry telegram APX 7890 101106Z on this subject and understand that the Admiralty and War Office are signalling similar in- struction.

Paragraph 2 (c) of this Air Ministry telegram states that local disagreements between the service and civil authorities in Hong Kong, if not resolved by consolidation between Commanders in Chief and the Governor, will be referred direct to London.

An extract from the paper laying down the status and duties of the Governor General of Malaya reads:

'The Governor General will also be kept informed about the Civil and Political inter- csts of Hong Kong and thus be enabled to represent those interests on all matters coming within the purview of the British Defence Committee in South East Asia'.

In view of this I have been invited by
