Acting Allied Supreme Commander

South East Asia has informed Chiefs of

Staff that in opinion of British Defence

Committee in South East Asia correct

procedure in event of disagreement

arising between service and civil

requirements which cannot be resolved

locally is to refer in the first place

to the South East Asia Defence Committee

rather than direct to London.

As you know

2. This Committee which has recently

and been set up in Singapore is composed of

Governor-General, who is Chairman,

Acting Allied Supreme Commander and Special Commissioner, Its functions

are to coordinate the defence of British

territories in South East Asia, including

liaison with Dominion and foreign

Governmente.

Governors of British

territories in South East Asia and

Commanders-in-Chief will be invited to

attend or send representatives, when matters which affect their responsibilities
