Will you please refer to your letter of the 16th July, No.Coo 851/6, to Bir George Goter, about the procedure in referring matters of dispute between Civil and Service authorities in Hong Kong for decision.

I enclose for you as currence a draft telegram which we would like to send to Hong Kong and repent to the Governor-General Malaya on this subject.

I would call yor tiention to para 4 of the braft. It reas to us very desirable that if the Zieputes between Civil and Service Authorities in Kɔng koug were referred to the South at Asin Defence (w, „iltue, the Governor of ilong Keng should have the right to attend or be reprase. Led which is normally provided for Governors under the Governor-General's aegia.
