Chiefs of Staff suggest follèging procedure:-

(1) In cases of dispute between civil and Service

authorities immediately affecting strategio issues concerning the Bouth East Asia Zone, the matter would properly be within the purview of the British Defence Committee, South East Asia and should be referred to them in the first place.

(11) In cases of dispute between the Service and civil

authorities on administrative or other subjects, which were solely the local concern of the colony of Hong Kong, the matter should be referred to London for decision.

Constitution of South East Asia Defence Committee provides that the Governors of British territories in South East Asia and Commanders-in-Chief will be invited to attend or send representatives when matters affecting their responsibilities are to be discussed and the Defence Committee considers their presense desirable. It is agreed that this provision should be applied to Hong Kong in the event of a reference to the Defence Committee under 3(1) above.
