Acting Supporpe Allied Commander South East Asia has informed Chiefs of Staff that in opinion. of British Defense Committee in South East Asia correct procedure in event of disagreement arising between service and aivil requirements witch cannot be resolved locally is to refer in the first place to the South East Asia Defence Committee rather than direct to London.

Lat As you know this Committee has recently been set up in Singapore and is compceed of Governor-General, who is Chairman, Acting. Supreme Allied Commander and Special Commissioner. Its functions are to co-ordinate the defence of British territories in South East Asia, including liaison with, Dominion and foreign Governments.
