Dear Powell,
I enclose a further copy of a telegram
which we have received from the Governor, Hong Kong, pressing for the retention of a number of landing craft in the Colony, and for the allocation of the necessary men to man and maintain them.
The telegram, as you will see, was adressed
to the British Defence. Committee in South East Asia, and no doubt you will soon be hearing from them
on the subject. We should, however, like to make it clear now that we fully support the Governor's recommendations. The reason why the Governor wants
the craft is explained in the Hong Kong Defence Committee Appreciation mentioned in (A) of the telegram. This Appreciation was supported by the
South East Asia, Committee, and is also supported by
118. The Hong Kong Committee in the passages
referred to say that there is a definite risk of attacking strength by the Chinese Marlords and Guerillas on the Colony, and that the retention of the craft mentioned in the telegram for combined operationsis therefore essential.
