Dear Powell.

I enclose a further copy of a telegraz which we have received from the Governor, Hong Kong, pressing for the retention of a number of landing craft in the Colony, and for the allocation of the nece sary men to man and maintain then.

The telegra, as you will see, was addressed to the British Defence (omittee in South Rast Asia, and no doubt you will soon be hearing from then on the subject. should, however, like to make it clear now that we fully support the Governor'a recommendations. The reason why the

Governor wants the craft is exploined in the Hong Kong Defence Committee Appreciation mentioned in (7) of the telegram. This Appreciation was supported by the outh Feat Asia Comittee, and is also supported by us. The Hong Kong Committee in the pastaƒes referred to say that there in a definite

risk of attacking strength by Chinese warlords and guerillas on the Colony, and that the retention of the crait monti „ned in the telegram for combined operations is ther ford essential.
