It seems to us, however, that the conclusion in the latest revise may give rise to some misunderstanding as to the continuing need for a British military garrison whilst the conditiona in China are unsettled, and in view of the importance of this point, we would like to suggest that the original two conclusions in paragraph 11(a) and (b) of the previous draft should be substituted for the conclusion in paragraph 16(a) of the latest draft with, perhaps, the substitution of the word "gendarmerie" for the word "militia” in the second conclusion.
On a minor point, the reference to discussions about the formation of a gendarmerie being "continued" between the war office and the Colonial office (paragraphs 7, 16(a) and 17(a)) is not really accurate. Such discussions have not been begun.
