In anticipation of instructions we have examined two telegrams from 8.A.C.S.E... in which he forwards views expressed hy South East Asia Defence Committee
''e have consulted concerning the gar ison of Hong Kong. the Colonial Office.
2. The Cabinet Defence Committee'a prescnt agreed policy with regard to the defence of Hong Kong is briefly as follows:-
(a) Since the colony could not be defended against attack by a major power in occupation of the Chinese mainland, ilong Kong should be regarded
as an undefended port as far as fixed defences are concerned.
(b) Directly the re-establishment of the local Police
Force permi to the present Army garrison of
tw brigades should be reduced to one brigade which, together with half a flying boat squadron, would be required in the colony for some considerable time. Units of the British Pacific Fleet would provide such local naval co-operation us might be required.

3. The Governor of Hong Kong has stated that the local police will not be efficient enough to allow a reduction
The South East Asia Defence of troops before April, 1947.
Committee consider that to brigades will therefore be required until this date.
