Just as an aide memoire to our conversation this evening, we should like the latter part of paragraph 16 of the Paper about Hong Kong (JP.(46)179(0) Second Revise) to run on the following lines:-
"We consider that an overall review should be made of the implications of such a aituation and of the measures which it might be desirable to initiate in advance in order to meetɗthe situation should arise".

There may be other measures which could be taken besides formation of a gendarmerie, and indeed we hope that there be, because for the reasons which I explained at our recent discussion, we foresee the gravest difficulties under present conditions in forming a gendarmerie which must rely for theff efficiency on any substantial proportion of British personnel.
