JOINT PLANNING STAFF
FUTURE GARRISON OF HONG KONG
Report by the Joint Planning Staff
In anticipation of instructions we have examined two telegramot from 0.A.0.5.2.. in which he forwards views exproused by South hst Asis Defence Committee concerning the garrison of Hong Kong. We have consulted the Colonial Office.
2. The Cabinet Defuncu Committee's present agreed with rog.rd to the defence of Hong Kong is briefly follows:-

(a) Since the colony could not be defended against attack by a major power in occupation of the Chinese minism, Hong Kong should be regarded as an und funded port au far as fixed defences are concerned.
(b) Directly the re-establishment of the local Police
Force permit. the presunt Army garrison of two brindes should be reduced to one brigade which, together with half a flying bort squadron, would be required in the colony for some considerable time. Units of the British Pacific Fluct vould provide such local mival co-opor:.tion as might be required.
