Will you please refer to Major General Sugden's letter to Sir George Gater of the 9th of December (M.0.8/DO/521) regarding the proposal to raise a gendarmerie for service in Hong Kong.
The enclosed copies of a draft savingram to the Governor might form the possible basis for a discussion which we suggest should take place in our Conference Room at 5 p.m. on Monday, 15th January.
