If I may say so, we are indebted to
Mr. Acheson for his successful intervention with the Staff Officers on this question of the preparation of plans for a gendarmerie. In present circumstances, with so many other more pressing problems to deal with, we cannot afford to spend time and labour on the preparation of plans to meet a contingent, which will not arise in the forseeable future! Inasmuch as the preparation such plans might conceivably become the first step in the withdrawal of the garrison, irrespective of defence requirements, it is open to an even greater objection.

I would like to offer one comment on the attitude taken by the Staff Officers towards the Governor's plea for reconsideration of the decision that an airport capable of receiving four-engined aircraft is not required for Hong Kong from the defence point of view. Their argument that reinforcements are likely to reach Hong Kong just as quickly by air as by sea seems to me to depend on so many things which cannot be determined in advance of the emergency.as to make it unsound. I should have thought that for planning purposes, we must work on the assumption that it would be quicker to reinforce by air rather than by sea, and bear in mind in this connection the period for which Hong Kong might be expected to hold out without reinforcements against a substantial and determined attack preceded by infiltration. defence authorities are going to insist on the replacement of troops by a gendarmerie, that makes the case for an adequate airport from the defence aspect so much stronger.
