The implications of the conclusion in paragraph 16(a) that the garrison of Hong Kong should consist of a British force until the security of the Colony can be assured by a gendarmerie, are entirely different from those of the corresponding conclusion in the previous draft of this paper which ran that, in view of the recommendation of the South East Asia Defence Committee, it should be accepted in principle that a garrison of one British brigade and a field regiment will be required in Hong Kong until conditions in China become more stable; and that a local militia should be the eventual garrison although it is realised that this may not be possible for a considerable period.

Whether this change is a deliberate one or

is due to a desire to substitute one conclusion for two I do not know. I imagine that it is doubtful whether the Joint Planners would react to any further suggestions from here at their level, and probably the best course will be to seek an under- standing on a higher level as to the interpretation of the conclusion if and when it is adopted by the Chiefs of Staff.
