No.62. I also agree with Mr. Sabben-Clare
on this paper. I think that we must try to persuade the Joint Planners to amend conclusion (a) in paragraph 11 so as to make it apply to the present instead of until conditions in China become more stable, and if necessary to make it subject to review in, say, a year's time; to omit altogether conclusion (b) and the references which appear elsewhere in the report of a local militia; to make the consequential amendments in the draft telegram; to omit altogether recommendation (c) in paragraph 12.
In connection with conclusion (b) in
paragraph 11, it might be pointed out, among other things that this is the first time that a local militia has been mentioned. In connection with recommendation (c) in paragraph 12, we must now, I think, take the line which I suggested taking in
