Provision is being made for the eventual accommodation of aircraft of two C. V. L. each of whose air group consists of the following:-

These aircraft would be available to carry out reconnaissance, to form a striking force and to provide bombardment spotting. As the Royal Air Force my encounter considerable difficulty in flying replacement aircraft into the Colony over the large distances involved through foreign territory, it is for consideration that a carrier be available in the Singapore area.

ACCOL¡ODATION.
To maintain the naval forces outlined above, no additional accomodation to that already used vill be required except for HMS. HABCATCHER at Kai Tak, which requires accomodation for a total of 179 officers, 204 Chief and Fetty of icers and 1,104 ratings. includes accomodation for two disembarked carrier air groups.

The provision of Radar net-work is being investigated and off-shore Radar picket ships may be required until shore Radar is properly organized.

For protection against the possible scales of attack onvisaged it is not considered that a mining plan is justified. Should this be considered necessary proposals are contained in Appendix "C".
