We consider that the other detailed points raised by C-in-C., Hong Kong, in his r Plan including the fighter control organization should be examined by the Defence of Bases Committee and the air Ministry.
Intelligence Organization
16. C.-in-C., Hong Kong, recommends that a Joint Intelligence Committee, including civil representation, be maintained; the services of reliable agents for reporting from the mainland are considered essential.
The J.I.C. agree with this course, and recommend that close liaison should be maintained with H.M. Embassy in China and H.M. Consul General in Canton.
Volunteer Forces
C.-in-C. Hong Kong requests approval in principle to the forming of volunteur forces including an auxiliary air force.
We are in agreement with this since it is the most economical method of providing a reserve in the event of minor disturbances.
We consider that the Colonial Office and Service Ministries should be invited to take up this matter, as soon as practicable.
Provision of Fixed and Mobile Defences
18.
The C.-in-C., liong Kong, recommends that all .. guns in Hong Kong should be mobile. This is a ntter for the Defence of Bases Committee, who, we consider, should be invited to recommend the acalu of defences to be provided at Hong Kong over a period of the next five years, taking this paper into account.
Accommodation and Base Installations
19. The forces we have recommended as necessary for ilong Kong differ considerably from those on which C.-in-C. Hong Kong has based is accommodation requirements. In addition, the requirements for Base installations will depend on what defences the Defence of Brocs Committee recommend.
It will therefore be necessary for C.-in-C. Hong Kong
to review his requirements to cater for:-
(a) Forces recommers ed in this paper.
(b) Defences recommended by the Defence
of Bases Committee.
(c) Special requirements of the Service
Ministries including scale of reserve and maintenance holdings.
When the new plan is received we recommend that it should be examined by the Principal Administrative Officers' Committee.
