Draft Report by the Joint Planning Stafr

In anticipation of instructions we have examined an appreciation by the Commander-in-Chief, Hong Kong of the defence requirements of Hong Kong and the New Territories during the next 5 years.

2. In order to ssoss the forces required to defend Hong Kong it is first of all necessary to decide the possible scale of attack cinst the Colony and that Which the defoncus should be designed to moot.

C.-in-C. Hon;: Kong's Appreciation

C.-in-C. Hong Kong's appreciation is based on the following factors:-

(a) i major war between the powers in unlikely for

the next five years; in any casu he considers that Hong Kong is indefonsible apainot a major power in possession of the mainland of China. No provision is, therefore, made for defence against a major attack.

(b) Notion except Chine is likely to attack

Hong Kong. The declared policy of the Central Government is to recover the colony. by diplomatic means, and in their efforts they inay receivo diplomatic support from thu U.S. A. and U.S.S.R.

(c) The most likely threat to the security of Hong

Kong is fram infiltration of large numbors of agents into the Chinese population to organise civil unrest and boycott, also to carry out attacks on the European population. This threat is not a likely donger unless civil war breaks out in the vicinity of Hong Kong.
