THE COMMITTEE gave further consideration to a report by the Joint Planning Staff on the Hong Kon; Defence Plan, in the light of the Defence Committee decision to approve the Chiefs of Staff recommendations regarding our future defence policy for Hong Kon
MAJOR-GENERAL SUGDEN suggested that the report by the Joint Planning Staff should be reviewed in the light of the lecision that it should be our ofonce policy to rogard Hong Kong as an unlefonlel port so far as fixed defences were concernud. The tone of the present J.2.
In paper was not quite in keeping with this decision. particul:.r he doubted whether a er anent arrison of as much as one brigade wrs nucessary and whether the Hon; Kon vlunteer naval, army and police forces need all be formed. The War Ofice were ex mining a telegram* from miral Harcourt on the strength of the garrison required at present. It might be butter for this question to be covered in a review of the 3.2. rep.rt.
There was general agreement with this suggestion an that the Joint Planning Staff should be askel to review their report on the hon; Kon; defence plan, in the light of the Defence Committee decision, the previous liscussion of the Chiefs of Staff and of lmiral Harcourt's telegram of the 25th February. The revised report should show defence r uiruments in varius phases between the present unsettled conditions on the time when the now defence policy would come: fully into effect.
