Recommendations
13.
We recommend that:-
(a)
A copy of this paper should be sent to

(b) The Defence of Bases Committoo should be
invited to recommend the scale of defences to be provided at Hong Kong to implement our long term policy, taking this paper into account.
(c)
The Colonial Office should be invited to
consider the formotion of a volunteer Police Force. The question of the formation of volunteer or auxiliary Forces for the thrac Services should be considered by the three Service Ministries and the Colonial Offico when the Report by the D. B. C. is available.
