Future garrison of Hong Kong is under
consideration.

Suggestion has been made to
Chiefs of Staff by General Stopford, after
consultation with G.0.0. Hong Kong, that
normal peacetime garrison should consist
of 1 British Infantry Brigade and 1 Field
Regiment.
2.
In making this suggestion Gen. Stopford
atates it is assumed that by the time the
garrison is reduced to its peace-time size,
following factors which influenced
Admiral Harcourt in urging that there should
garrira be no reduction in the strength of 2
Brigades (see his telegram 250938z of the
25th February to the Chiefs of Staff)
would have ceased largely to exist.
(1)Economic distress.
(2) Movement of large numbers of Chinese
troops through Hong Kong.
(3) Repatriation through Hong Kong of
80,000 Japanese prisoners-of-war from
South China.
(4) Inability of civil administration
to take over the administration of outlying
districts and islands in new territories.
