SIR RHODERICK MCGRIGOR recalled that the Chiefs of Staff had agreed to defer consideration, until a decision had been taken by the Defence Committee on the size of the Army as at 31st December, 1946, of the proposal that the British Army garrison of Hong Kong should be withdrawn as soon as possible, and that the responsibility for ensuring the internal security and local protection of the Colony against guerillas, when the Army garrison was withdrawn, should be undertaken by a police force or gendarmerie. For the reasons stated at the previous meeting, the Admiralty were anxious that this withdrawal should not take place.
