The Position of Hong Kong in relation to the future strategy of South East Asia was mentioned at the first meeting of the South East Asia Defence Committee here on Wednesday 19th June at which I presided.
2.
As you know I am charged with responsibility after consultation with you for representing interests of Hongkong in matters coming within the purview of South East Asia Defence Comittee. The Committee are anxious te consider the general position of Hongkong in the defensive scheme of things. It would be of great assistance to me and to cittee if a paper could be prepared on the whole question of the Colony with regard to its strategic value.
3. I would be most grateful therefore if you would ask your Defence Committee to prepare and forward to the Secretary South East Asia Defence Committee Singapare an appreciation of the strategie value of Hongkong bringing out the following points.

(A) An estimate of the likelihood of attack by
Chinese Tar Lords,
(B) The degree to which the Colony could be defended
against such attacks by War Lords.
(0) The degree to which the Colony could be defended
against:
(1) A hostile and united China or
(11) Against Russia in alliance with China.
(D) Recommendations for minimum forces required of
all three services,
(3) Implications of withdrawal from Hongkong in the event of a major threat of attack by a foreign power.
If you or your admittee wish to comment on any other aspects of the question you or they should of course feel free to do so.
