I have the honour to transmit for your information Copy No. 3 of a TOP SECRET paper, reference F/1/140/G (F)1 which has been prepared by the Hong Kong Defence Committee and forwarded to the Secretary, 8.E.A. Defence Comittee. A copy of the telegram from the Governor General, Malayan Union, which led to the preparation of this paper is also enclosed for your information. Other documents referred to are as follows :

Hong Kong Defence Plan, which was transmitted to the Secretary of the Chiefs of Staffs Committee by the Commander-in-Chief, Hong Kong, with letter No. 58/2 dated 24th December, 1945.

Report by the Joint Planning Staff on the above Defence Flan, reference No. J P (46) 10 (Revised Final). This report was forwarded to me under cover of your TCP SECRET Despatch No. 13, dated 17th May, 1946.
