Mr. Acheson discussed with Chiefs of Staff Secretariat on Saturday and suggested that the Chiefs of Staff should defer further consideration of the Hong Kong peacetime garrison, which Group Captain Stapleton told Mr. Acheson is going to be considered again by them on Thursday next) until we have had a chance to consult the Governor and get his views, especially on the assumptions mentioned by General Stopford in para.3(a) of 37. The Chiefs of Staff Secretariat, however, did not wish to afer consideration of the question; they wanted to get the military aspects settled. There is no objection to their doing that, provided they realise that there should be no question of making a final decision on the Hong Kong garrison until we have heard what the Governor has to say.
