The Governor is due to take over the Administration of Hong Kong to-day and we can, therefore, consult him now. We ought certainly to obtain information as to the local volunteer forces and police reserves referred to in sub-paragraph (c) of Paragraph 9 of the paper at (26) (which is, however, misleading - see ay minute of the 5th April) and the Governor's views on the recommendation in that sub-paragraph.

I presume that the paper itself or the substance or it will be communicated to the Governor. He will certainly be most interested in the views expressed in the paper on the subject of the garrison required for Hong Kong.
