12. Four Excellency will perceive that such defensive Oneasures, as I have here outlined, are based on the "Matériel " actually at hand, and I have carefully refrained from proposing anything that would involve expense or make demands on the Imperial Government for I do not believe that
any Incasures, we could adopt would
prevent a cruiser from bombarding
our Forts and Towns, and I feel convinced that we will be found well able to defend our shores from
the landing of any
hortile
detachment which is likely to appear in these waters.
