The memorandum which Mr. Bevin has sent to the Secretary of State under cover of No.29 is the one referred to in my minute of the 16th April on this file. The memorandum is sent for the Secretary of State's information only at this stage, but Mr. Bevin says that a copy of it is being sent to Sir Horace Seymour at Chungking for his observations, and I have asked Mr. Kitson whether the Foreign Office would have any objection to our sending a copy out to Sir Mark Young for his views. Mr. Kitson said that the Foreign Office would have no objection and has sent me the spare copy of the memorandum (enclosed loosely in this file) for this purpose.
I submit, very much for consideration, the draft of a letter to Sir Mark Young, sending him the copy of the memorandum and asking for his views. Before the memorandum goes to Sir Mark Young, perhaps it would be as well if the Private Secretary confirmed from the Private Secretary, Foreign Office, that there is no objection to our sending it out, since it was sent to the Secretary of State by Mr. Bevin for information only. Private Secretary might perhaps, at the same time, make sure that the Foreign Office have no objection to the suggestion which is included in the draft letter that Sir Mark Young might discuss this with Sir Horace Seymour (who is getting a copy of the memorandum from the Foreign Office) if the opportunity occurs.
