Since the above minutes were written

I have heard from Mr. Kitson of the Foreign Office that he has prepared a memorandum which Mr. Bevin will shortly be sending to Mr. Hall making certain proposals in regard to Hong Kong. I gather that the main proposal is that in order to meet the Chinese, we should be prepared to agree to the termination within the near future of the lease of the New Territories, which has some 40 or 50 years to run, on condition that we maintain sufficient control, probably joint control with the Chinese, over the airfield, water supply, etc. I gather that the Foreign Office feel that a spontaneous offer of this sort, without waiting for a claim from the Chinese, coupled with constitutional reform in Hong Kong itself on the lines contemplated, would go a long way towards satisfying the Chinese. Mr. Kitson said that in these circumstances the Foreign Office would prefer that the briefing of Sir Mark Young on the question of H.M.G.'s policy towards Hong Kong should be deferred until after the Secretary of State has received and considered Mr. Bevin's proposals.
