While my opinion accounting for the failure to hold the Colony might be out of place in this Report, I give the following reasons based on my own observation and direct enquiry:-

Hopelessly outnumbered.
Neither Air Defence nor Reconnaissance.
Static defence in the form of established strong points useless against infiltration and light infantry tactics. Unsuitable troops for the type of warfare which eventually developed.
Impaired morale:-
Latent Dissatisfaction arising from discrimination in connection with the evacuation of July, 1940.

"High living" in the Colony.
Disaffection of Chinese crews.
The general attitude of "laisser faire" prevalent in the Colony. (e). The realization that the enemy had been consistently underestimated by local propaganda.
