The transport of essential commodities from Kowloon to HongKong never became fully operative due to the early necessity for the military evacuation of the mainland with the adverse telescopical effect on the various schemes.
I experienced no difficulty in obtaining food for the Department, and many complaints had discomfort as their focal point. Rations for the hundreds of seamen receiving a daily issue were obtained with the minimum of trouble from the Food Control who afforded us every assistance.
The Government Launches "Lila", M.B.A.D.I., Police M.B. No. 17 and the two Fire Floats were immobilized but the parts were eventually handed over to the enemy.
In this Report I have commented only on the more important events and omitted the numerous minor incidents which occur under such conditions and which, while important to the individuals directly concerned, can have no direct bearing on the main issue.
No reliance could be placed on the Chinese Staff and many deserted their posts and are known.
