I have the honour to forward seven copies of my report on the activities of the Harbour Department and Air Services from the 6th December, 1941, to the 25th December, 1941, which covers the period immediately preceding the attack upon Hong Kong until the surrender of the Colony on the latter date.
This report was, as the date indicates, written within five months of the fall of the Colony and was compiled from notes then in my possession. Partly because I was a close prisoner up to the 27th April, 1942, and partly because I wished to afford serious consideration to the rough records I had kept I allowed that space of time to elapse before writ- ing the report.
As I no read through it I have been tempted to make several alterations directly attributable to the fact that the passage of time tends, shall I say, to suggest something in more general terms and possibly less conducive to controversy.
No alterations have been made.
It is quite likely that the next of kin of some of the Harbour Officers killed have not received official confirmation, for I received a letter yesterday on behalf of Mrs. Ann Clarke in Australia asking for news of her husband.
