Long term policy for HKSRA still under consideration, short term policy as follows should be adopted.
Meanwhile
SECOND. Request you retain temporarily the collecting depot at JAMSHEDPUR staffed by 1 HAA HKSRA to act as record office transit camp and re-eqpt
centro.
THIRD.
Numbers at present collecting at Jamshedpur should be reduced as much as possible by discharge of those eligible.
FOURTH, Depots should be established forthwith in HONG-KONG and SINGAPORE
and all HKS personnel posted to them from Jamshedpur as soon as possible. Depots should for units in following order of priority using WE's similar to those in use in Indian Army.
