Dear Chalmers

As you are probably aware, the Government of India have decided that they can no longer agree to provide Indian soldiers for the Hong-Kong Singapore RA, and have suggested that it should be disbanded and the men absorbed

in the Indian Army, or released.

We propose therefore to examine the possibility of raising a new local force in Malaya to man the fixed defences at Singapore and Penang, and wish to send the attached signal to ALFSEA.
