TOP SECRET. 2

Your MSW10 dated 10th January.

It is not understood why the suitability of Ping Shan site should be questioned again. I am assured from the Engineering aspect there are no rpt no unusual difficulties. Furthermore, materials are adjacent to the site. This should reduce overall expenditure to reasonable limits for a major project of this nature. Meteorological and topographical aspects may not be ideal but these are common to the whole China Coast. There is no rpt no better site within colony or new territories above views endorsed by Allied Air Commander in Chief (Personal signal to A. M.S.0. ex Hong Kong P68 dated 27th October refers) and representatives of Transport Command.

Whilst will welcome mission to examine Ping Shan with view to major development. I hope question of alternative site will not rpt not be raised for reasons stated and also in view of political difficulties already reported. Meanwhile airfield constructions to meet minimum requirements is continuing.
