Dear Hankin,

In connection with B.0.A.C's proposals for services to Hong Kong and beyond they have referred to the question

of the provision of an aerodrome suitable for modern civil transport aircraft in the leased territory of Kowloon. Consideration of the technical and financial aspects are, as you know, being dealt with separately, but in this connection we have been asked whether there is anything in the Treaty under which this territory it leased to prevent the construction of such an aerodrome.

We have no definita knowledge as to the contents of the lease agreement in respect of the Kowloon territory but we assume that had there been any legal objection to the construction of an airfield in the leased area it have been brought to our notice long before this in connection with the Ping Shan scheme, tilner by the Foreign Office, the Colonial (ffice or the Hong Kong administration, all of which are concerned in one way or another. you would be good enough to let us have a line on this point so that we can confirm the position to B.O.A.C.
