Against these considerations are to be set the most important advantages both political and strategic of having the airport of Hong Kong within the confines of the Colony proper and not in leased territory. This Government has hitherto most reluctantly accepted the advice that there is no practicable method of satisfying this all important requirement. It now thus appears there is a possibility that difficulties can be overcome -

I have consulted Heads of the Services in Hong Kong and my civil Advisers and all are strongly in favour of my present recommendation, which is that immediate consideration should be given to this project and that, if it is thought to be feasible, the best possible (?experts) should be engaged to examine and report on it with the least possible delay.
