I earnestly trust that you will agree
that the new project is worthy of immediate examination
and that the investigation will lead to the adoption of
the Stonecutters site for the airport of Hong Kong, to
the acceptance of the financial commitment by His Majesty's
Government, possibly on the basis suggested in paragraph 7
of my secret despatch of the 7th October, and to the
inception of the work at the earliest possible moment.
