I have the honour to refer to my secret

telegram No. 1559 of 27th November, a copy of which is

enclosed for convenience of reference, to my Confidential

2 despatch of 4th September and to my Secret No. 3 despatch

of 7th October on the subject of the provision of a modern

airport for this Colony.

As promised in paragraph 2 of my telegram

under reference I now transmit particulars of the proposal

to utilize Stonecutters Island for an airport. A short

history of the project and an account of the proposed

development are given in the enclosed memorandum dated

28 th November, 1946, which has been prepared by Mr. A. J.

R. Moss, Director of Air Services. A plan showing the

layout of the proposed airfield accompanies the memorandum.

As I stated in my telegram under reference

the Heads of the Services in Hong Kong and my civil advisers

are all strongly in favour of my recommendation that immediate

consideration should be given to this project. It was fully

discussed at a meeting which I convened on the 25th November

at which the three Heads of the Services were present and it

has also been considered and concurred in at a meeting of

the Executive Council held on the 27th November. I think it

can be said that we have none of us been wholly satisfied with

the Deep Bay project and have only supported it in consequence

of the absolute necessity of providing the Colony with a first
